Boulevard, Curb & Sidewalk Restoration in Toronto

When a renovation, a new build, a driveway or a utility trench damages the City boulevard, sidewalk or curb at your frontage, the City expects it restored to its own specification and holds a deposit until it is. We restore boulevards, sidewalk panels, curbs and driveway crossings across Toronto under the owner’s permit, built to the City’s standards and photographed for the inspection that releases the money.

  • WSIB covered
  • $5M liability
  • Written warranty
  • Condition Report

The City expects its sidewalk back the way it was.

Any project in Toronto that involves a building permit comes with a Municipal Road Damage Deposit: a security the City holds against damage to the sidewalk, curb, boulevard and roadway in front of the property while the work goes on. Trucks ride the curb, bins sit on the boulevard, excavators track across the sidewalk, and by the end of a build the City concrete at the frontage is often cracked, settled or missing. The deposit is refunded, less the City’s cost of any repairs it has to make, when the owner asks for the inspection within two years of finishing and the frontage passes.

The cheaper route is to restore it yourself, properly, before you ask. That means sidewalk panels replaced to the City’s sidewalk specification rather than patched, the curb rebuilt to line and grade, the boulevard regraded and sodded, and the driveway crossing finished after the sidewalk, in the order the City requires. It also means photographing the frontage before your project starts, because the deposit only covers damage you caused, and the way to prove what was already broken is a dated photograph and a pre-inspection request made within the City’s ten working days.

Sidewalk panel replacement

Panels cracked, settled or broken by construction traffic removed and repoured to the City’s sidewalk specification, TS 3.70, with the base, thickness, joints and broom finish the inspector checks.

Curb repair and reinstatement

Curb faces broken by trucks and bins rebuilt or replaced to line and grade, and redundant curb cuts closed and the curb reinstated where a driveway has moved.

Boulevard regrading and sod

The boulevard brought back to grade with topsoil and sod so it drains toward the street and not across the sidewalk.

Driveway and walkway crossings

New and reinstated crossings across the boulevard built under the Landscape Construction Permit, after the sidewalk and curb are complete, which is the order the City requires.

Pre-construction record

Dated photographs of the frontage before your project starts, and the pre-inspection request where damage already exists, so you are not paying for the last contractor’s cracks.

Inspection paperwork

The notification to Transportation Services when the restoration is complete and the photographic record the inspector asks to see before the security is released.

City concrete is built to the City’s published specification.

The City publishes construction specifications for everything in its right-of-way. Concrete sidewalk is TS 3.70; utility cuts and their restoration are TS 4.60. They set the base, the concrete class, the thickness, the joint spacing, the finish and the curing, and the City inspector measures the work against them before a deposit is released. A sidewalk panel poured the way a contractor pours a patio will be rejected, and the owner pays for it twice. We build boulevard work to the specification from the start, and the photographs in your Condition Report show the base and the forms before the pour, which is what an inspector cannot see afterwards.

What the inspector looks at

Before the pour

  • Base material and compaction
  • Forms to line, grade and thickness
  • Dowels and joints where required

After

  • Finish and slope to the curb
  • Joint layout matching the adjoining panels
  • Boulevard grade, topsoil and sod

Homeowners finishing a build, builders closing a file, managers with a frontage to answer for.

For a homeowner it is usually the last job of a renovation: the sidewalk is broken, the deposit is sitting with the City, and the builder has moved on. For a custom-home builder it is a line that holds up the final refund on every project. For a property manager it is the frontage of a building that took a crane, a hoarding or a sewer connection and now has a damaged sidewalk the City is asking about. The work is the same in each case, and so is the paperwork: build it to the specification, photograph it, notify the City, pass the inspection.

A fixed price, in writing.

Boulevard restoration is priced to the frontage after a site visit: the number of sidewalk panels, the length of curb, the area of boulevard to regrade and sod, and whether a driveway crossing is being built or closed. Quantities on City work are measured the way the City measures them, by area and length in metric, so a quote will not look like a square-foot driveway price. The deposit, the permit fees and any charge the City makes for work it does itself are set by the City; we link to the City’s pages below rather than quote them, and the published market ranges for the concrete itself are on the cost page.

Boulevard, curb and sidewalk restoration for homeowners, builders and property managers across Toronto, including Scarborough, East York and North York, which are all part of the City of Toronto.

Rules, fees and deposits here are set by the City of Toronto and they change. We link to the City’s own pages rather than reprint numbers that go stale; confirm the current requirement before you plan around it.

Boulevard and deposit questions

A security the City requires when a building permit is issued, held against damage to the sidewalk, curb, boulevard and road in front of the property during the work. You request the refund from Transportation Services within two years of finishing; the City inspects, deducts the cost of any repairs and cleaning it has to do, and returns the balance. Restoring the frontage properly before you ask is how you get all of it back.

I contacted Concrete Repair Plus a few weeks ago to tear-out and repour a concrete porch and steps leading up to the front of my house in North York. I contacted them after having an awful experience with a previous concrete contractor who took my deposit and strung me around for over a month, never to return. The level of care and respect I received from Concrete Repair Plus was incredible. After explaining the situation I was in, they sent me Nick and his crew (Jeremy and Milton) and told me I would be in good hands; they were absolutely right. Nick was so respectful; always taking the time to ensure he messaged me exactly when he was coming and what he'd be doing. He had a vision for how this job would look and made sure to include me in the planning of it come time for the formwork. Watching Nick work with Milton and Jeremy was really something. They paid attention to small details: perfect corners on the steps, a gentle slope to drain water away from the house, the first step that meets the driveway was deep enough to be paved around properly, the really nice full broom finish. The form work was done so meticulously, ensuring that the final product would be perfect. Milton and Jeremy always cleaned up at the end of every day, leaving the site looking better than when they arrived. And they were just such nice guys too. What more could I ask for? It's now been a couple of weeks since the job was finished and it looks fantastic. I couldn't be happier with the result! I'm looking forward to contacting them again for any future projects.

Huge shout out to this company. Our concrete porch was showing significant wear and tear and we wanted to take action before a total rebuild would have been required. The team at Concrete Repair Plus was extremely patient, came to the house several times to provide a quote and share Graniflex samples, did fantastic work and (bonus) actually refused payment until every last touch up was complete on our newly finished porch (which looks amazing, BTW). We had spoken to other repair companies but did not love that they used "in-house" epoxy porch repair coatings for which we could not find industry info / reviews. Very happy we chose Concrete Repair Plus to refinish our porch with the Graniflex system, a well-known and very well reviewed product. Thank you!

We had our over 50 year old concrete garage pad removed and replaced by Concrete Repair Plus at our North York, Ontario home. Our old concrete floor had deteriorated and had potholes, and it was too far gone to just resurface. The crew came on time, worked hard all day and completed the job in a timely, thorough and professional manner. They obviously took great pride in their work and showed care and attention to detail. They made sure all our concerns were addressed and resolved. We had them apply an epoxy coating a month later when the concrete had cured, and our garage now looks fantastic! We highly recommend Concrete Repair Plus for reasonable pricing, and for exceptional quality of work.

I recently had Concrete Repair Plus at my residence in Whitby to remove and replace the 66 year old garage floor. It was explained to me that it was not a good idea to grind and epoxy the floor but complete replacement was the way to go. The price was reasonable and the advice was excellent. Staff were on site had the floor removed and repoured the same day. The driveway was covered to prevent concrete spills/splashes. Saw cuts were completed next day. We are now in the process of covering the walls to clean it up. Definitely a five out of five and I would recommend you reach out for a quotation.

Excellent experience with Concrete Repair Plus! They removed the old concrete jewel stone finish from our porch and applied a Graniflex System, and the results look fantastic. The crew was professional, efficient, and paid great attention to detail. They took great care to remove and reinstall the existing railing, protect the surrounding property, and cleaned everything up when the job was finished. I highly recommend Concrete Repair Plus and will definitely call on them again - Scarborough, ON

I had these guys out to my property in Bowmanville to do a complete garage floor replacement, and boy am I glad I did. They did an excellent job on the entire project and after one little hiccup they went WELL above and beyond to make sure I was satisfied with the final product. My polished concrete floor looks amazing. Never realized how much better polished concrete can look versus epoxy. I wouldn't hesitate to use Concrete Repair Plus if I ever have another concrete project again

We redid our porch and the process was seemless from asking for a quote, to scheduling the work, and then the work itself. The workers were friendly and knowledgeable so made the whole process easy for us. Reasonably priced compared to others we compared to and very happy with the final product. Would use them again!
